Fargo Police Department issues HIGH-RISK sex offender notification

Fargo, North Dakota – The Fargo Police Department is informing the public that a known sexual offender has applied for homeless status in the city.
The North Dakota Sex Offender Risk Assessment Committee has classified David Lavern Lilley, Jr. as an offender with a HIGH-RISK status.
Lilley is 38 years old, 5’8″ tall, and 205 lbs.
He has black hair and brown eyes.
In December 2003, he was found guilty of one count of Gross Sexual Imposition in a U.S. District Court.
A female victim, age 13, was his target.
He is a lifetime registrant at high risk.
